The Public Private Partnership (PPP) is a form of medium- and long-term cooperation between the public administration and a private entity, aimed at supporting the construction of civil works and the management of public services through private financing. The PPP requires that the resources needed for project implementation are placed under joint management by proportionally splitting the risks between partners according to each partner's risk management skills. As part of an unprecedented social and economic situation, the PPP is the most modern and effective instrument for the construction of public works, as an alternative or as a supplement to traditional financing instruments that are more and more losing effectiveness over time.

PPP operations take place through:

PROJECT FINANCING & GRANTS
Is a contract between the private entity and the public administration having as its goal the design, execution, and the functional and economic management of a public work. By making the upfront investment the dealer matures the right to functionally operate the work and for the economic exploitation of all the works that carried out.
COMPETITIVE DIALOGUE
Is a methodology characterized by a much greater flexibility than traditional procurement procedures, through which the public administration defines only its own needs without specifying the means to satisfy them. It allows to identify the best way to find responses to those needs also from a legal perspective.
AVAILABILITY CONTRACT
The operation contemplates the assignment of the construction and the provisioning to the Public Administration of a work that is a private property carrying out a public service, in exchange for a fee. The assegnee takes all risks and expenses and the ownership of the work carried out by it is totally private.
LEASING WHILE COSTRUCTING
It's a way of manufacturing of public works where a financial entity anticipates to the contractor (construction company) the funds for the project execution. Once the the public work is completed, it gets reimbursed by the procuring entity (the Public Administration) through the payment of periodic fees.
